Usage Instructions for CFC Managers
1. Professionals (in whole-time practice)or body corporate managed by the professionals shall file an application in prescribed form along with necessary fee to the regional council of the concerned institute giving the information as defined in the Scheme for Certified Filing Centre.
The eligible Institute are as follows:
- Institute of Chartered Accountant of India
- Institute of Company Secretary of India
- Institute of Cost and Works Accountant of India
2. Once an application is processed and verified by the Regional Council, these shall be forwarded to the Central Council.
3. The Central Council shall examine, recommend and forward only eligible applications to the MCA for final approval.
4. MCA shall approve and intimate the approval to the respective Institute, who will in turn issue formal approval to the applicant.
5. On receipt of approval, CFC Manager shall download the form for "intimating approved Certified Filing Center details to MCA for User Registration" available in CFC Corner on the home page of the MCA21 portal.
6. CFC Manager shall fill the form offline, by following steps laid down hereunder:
- Please fill in the name of Certified Filing Manager, (name of the same professional shall be entered who has got the approval).
- In the column name of the Institute, please select the Institute through which application for certified filing centre was processed.
- Please enter the same email id in the form as mentioned earlier while submitting an application to the respective institute.
- Once all the details are entered in the form, CFC Manager shall click the "Check Form" button to verify that all the mandatory fields are filled correctly. It is mandatorily required to be connected to the Internet while doing the Check form.
- Once Check form is done, and system displays a message that "Form level pre scrutiny is successful" CFC Manager shall affix his digital signature on the space provided in the form.
- In case any details in the form are required to be changed after affixing the digital signature, this can be done by clicking "Modify" button. Once the user clicks on "Modify" button, the signature shall become invalid. After modification details have been entered, it is again required to do "Check form" and digitally sign the form.
7. Please send the digitally signed form through email to Authorising Officer at cfc.authorisation@mca.gov.in
8. Authorising Officer shall affix his digital signature on form as mark of approval or email comments to the CFC Manager. Also upon approval, he shall send the form to cfc.administrator@mca.gov.in.
9. On receipt of the approved form, CFC Administrator shall arrange to create user id and password. These shall be sent through email to the CFC Manager.
10. CFC manager shall login to MCA21 portal with the user id and password and User category as CFC user. He is necessarily required to change the password after first login.
11. CFC Manager shall have the facility to enter details of CFC staff for creation of user id and password for them. Once details are entered and submitted to mca21 portal, System generates User id and password and sends an email to respective staff.
12. User id and password of each CFC staff shall be intimated to the respective user through email mentioned in user registration details.
13. Once CFC staff has received the user id and password, with that user id and password user shall be enabled to file eform on behalf of the company.
